This version incorporates (most of)
Mario's comments and suggestions. In
places where questions remain there are
"\verbatim" comments left in the text-
which will appear in the postscript output.
Kate's updated active mass plot is not included here-
she is finding some inconsistencies of unkown
origin. I hope this is resolved soon.
I also agree with her argument that the
active mass plot should be relative to detector
livetime, not real time.
I didn't make any changes regarding the issuance
of the "blind alarm" That is, I let it be that
a wek alarm would be a blind alarm signal. In
the absence of any blind alarm repository serving
multiple underground detectors, this seems
like a conservative approach. We can always
relax the requirments for such an alarm when
GC clearinghouse is actually established.
We did discussed the Level 1 pre-alarm
serving as the blind alarm signal at one point,
and I am not really aganst this. Maybe we even agreed
to it. I don't recall. If you want to change this Mario-
go ahead. But then we might better jusify the purpose
of the Weak alarm.
