This may be a "legal time" foo; I think the time stamped on the event
*should* be actual UT time. Is it really a time delay wrt UT time?
(I have lost all ability to calculate time zones on the fly...)
If so, it is a cause for concern and ought to be checked if the
delay is from Skytel or the net with a few test beeps (try emailing
from VXMACB a test message). Last time I checked,
a few months ago, it was prompt.
