The main difference in this paper and the earlier version which you
may have seen is the presentation and calculation of probabilities and
the resulting conclusions. These are the written form of the way I
proposed presenting the conclusions at the Pisa meeting.
There are a couple of details which aren't quite finished here:
1. Some citations aren't yet included. Some (such as Super-K) because
the referencing for new data, or what to say about it isn't yet
clear. By the time we finishing editing we should manage some way of
doing this. Others just need filling in.
2. We are still studying the use of a Kolmogorov fit for comparisons
of the shape of the angular distribution. Preliminary results suggest
worse probabilities than using the binned fit with maximum-likelihood
probability. For now, I stand by the calculations as described in the
paper.
