small correction to upgoing muon memo/pub

The figure comparing zenith distributions of MACRO, Kamiokande and
Baksan included in the original upgoing muon memo/pub did not yet have
the scale factor of 1.27 applied to the Kamiokande data to move from the
3 GeV energy to the 1 GeV energy threshold. This has now been done and the
file vaxgs::disk$macro:[macrousa.michael.summer96] has been appropriately
updated. Also, the file macro_kamioka_baksan_new.ps in the same
directory is the updated figure if you wish just to get this for your
convenience.

The figure in versions being distributed by hardcopy will be the *old*
(wrong) figure.
