SM2/3 STOP MASTER problem

STOP MASTER in SM2 was having SM+1 bit stuck on between RUN 15886 (29MAY1998)
and RUN 16601 (28OCT1998). Corresponding time word was always latched zero.
Problem was traced to corresponding output of the SM3 stop master (TTL driver
broken).
This hardware problem is affecting any ToF measurement for slow monopole
events crossing SM2 and SM3. A WFD-alone analysis should remain unaffected
though.
