Subject: 2E07 low efficiency in cSPAM

Since 25-NOV-1999 and RUN 18639, the efficiency of counter
2E07 in cSPAM has dropped to <10% with 0% being the most frequent one.
I had a chance to browse through my files together with Chuck's
page and both agreed on that. Notice that the counter went through
similar low efficiency periods also before that. Today, I looked at
the whole chain of signal propagation; the problem is in the AMP
connector (fan out end) that is flaky. By moving the connector
I could see the signal appearing/disappearing. I plugged back everything;
so there's a good chance 2E07 will come back to life in cspam,
however, we should plan to fix the detector the earliest possible.
