In the data for some time, there has been a very high rate (4-10 times
normal) for LIP triggers that include 2E10. Today we looked at the
LIP inputs. While neighboring tanks were counting at around 1 kHz,
2E10 was triggering at around 100 kHz. This indicates the problem is
due to too many secondary triggers produced by PHRASE for this box.

There are 2 or 3 other hot boxes in LIP, not as pronounced as 2E10,
which could be due to the same problem (3E04, 6T12).
