Hi all,

I think the downtime web page is ready for action; I've added
capability for removal and modification of entries.
Page is at http://hep.bu.edu/~snnet/wg/downtime/
with current LNGS downtime period added.

Still on my todo list:
  -- allow local time zone entry times for conversion to UTC
  -- add comments (e.g. "Power shutdown") to the entries
