fast monopoles

I am interested in the fast monopole monitor article by chuck Lane. What
does one need to get clearance in order to view these type of papers?
Myself, I found out too late (for higher educational purposes) that I love
the subjects of magnetism, subatomic particles, astrophysics & hyperspace.
My present education is based on reading, reading & more reading. If this
article is sensitive in some way that would make me an unsuitable reader I
will understand. In that case, can you please direct me to (a) similar
article(s) re: magnetic monopoles that I can read?
