Subject: Transient problem with SM3 Stop Master

Between run 19028 and run 19029 a minor operation (power recycling)
was performed on the power supply between the crate containing the SM3
SPU and the crate containing the SM3 STOP Master. Immediately after
that, the ERP bit was stuck on in the SM3 STOP Master, most if not all
the time, regardless of whether an ERP trigger was present in the
event. The stop time recorded in the STOP Master for the ERP was
always zero, even on CSPAM-triggered events with an ERP, in which case
it should have been ~ 10.
Runs 19029-19032 were affected by this problem. Early during 19032,
the problem disappeared, perhaps when Massimo was checking the
cables. He reports the cable was well-seated in the STOP Master, and
he didn't think he was changing anything. From 19033, there is no
sign of the problem.
